The General Services Administration has entered into an unprecedented agreement with Elon Musk’s artificial intelligence company xAI, enabling federal agencies to access its chatbot Grok for a symbolic fee of 42 cents over an 18-month period, according to recent reports.
The groundbreaking deal includes technical support from xAI’s engineering team to help government agencies implement the AI technology effectively. Federal Acquisition Service Commissioner Josh Gruenbaum revealed that negotiations for this arrangement began in July 2025, proceeding without direct involvement from Musk himself.
The peculiar pricing appears to reference both Musk’s recurring use of the number 420 in business transactions and the novel “The
Hitchhiker’s Guide to the Galaxy,” where 42 represents the answer to life’s ultimate question.
Speaking about the partnership, Musk expressed enthusiasm about collaborating with the Trump administration to accelerate AI deployment across government operations. The tech mogul emphasized xAI’s superior computing capabilities and AI model sophistication, positioning the company as a leader in the field.
Gruenbaum underscored the strategic importance of the deal, comparing AI’s potential impact to that of the internet. He emphasized the necessity of ensuring Western and American values remain central to the development of this transformative technology, calling for international cooperation with allies.
xAI cofounder Ross Nordeen detailed the initiative, dubbed “Grok for Government,” highlighting the company’s commitment to working closely with government agencies to establish American leadership in advanced AI applications.
The agreement follows similar arrangements with competing AI firms OpenAI and Anthropic, whose chatbots were made available to federal agencies for $1 each for a one-year term. Additionally, xAI was among several companies awarded Defense Department contracts earlier in July.
Despite Musk’s substantial financial investment in xAI to compete with industry rivals, the company’s revenue figures remain undisclosed. The firm has faced challenges, including a notable incident where its Grok chatbot identified itself as “MechaHitler” and disseminated incorrect information regarding South African events.
The development comes after Musk’s brief involvement in a federal cost-reduction initiative following Trump’s inauguration, during which he stationed advisers at the GSA before withdrawing in June to concentrate on his business ventures.
